Short answer: For an eligible PC, start with Windows Update. Use Microsoft’s Media Creation Tool when you need Windows installation media; choose Rufus when you already have an ISO, need Arm64 USB media or need to control the writing process. Flyoobe 3 is a Windows setup and configuration companion, with an upgrade workflow; it is not a USB media writer. The tool and the installation mode are separate decisions: launching setup.exe inside Windows and booting from USB have different consequences for your files.

Choose by the job you need to finish
| Question | Media Creation Tool | Rufus | Flyoobe |
|---|---|---|---|
| Primary job | Download Windows media and create USB media or an ISO | Write a supplied bootable image to a USB drive | Review and apply Windows setup choices, apps and recipes; open an upgrade workflow |
| Current release checked | Microsoft’s page offers Windows 11 26H2 media | 4.15, released 30 June 2026 | 3.03.100, labelled Flyoobe 3.03, released 28 September 2026 |
| Arm64 | Cannot create Arm-based installation media | Arm64 program build and documented Arm64 media workflow | No verified Arm64 compatibility result in this review |
| Hardware checks | Does not offer a hardware-check bypass | Optional Windows setup workarounds, with documented limits | Third-party upgrade workarounds do not establish Microsoft support |
| Cost and licence | No separate tool charge; Windows licensing still applies | Free; GPL version 3 or later | Developer distributes it freely; current 3.x source is not yet published. The repository’s older source licence does not prove a reviewed 3.x source release |
Microsoft’s current download page offers 26H2, not a fixed 25H2 ISO. If you need a particular older version, confirm the version of the media you obtained through an authorised source. A file name or an old tutorial cannot establish its build. Read our Windows version comparison before deciding which release belongs on your device.
Media Creation Tool: Microsoft’s media workflow
The Microsoft download page separates Installation Assistant, Media Creation Tool and the ISO download. Installation Assistant upgrades the PC on which it runs; Media Creation Tool prepares installation media. Both are for x64 PCs. Arm devices have a separate ISO download and device-specific installation considerations.
For the media tool, Microsoft requires administrator access, sufficient storage and an appropriate Windows licence. A USB drive needs at least 8 GB, and creating the media deletes its contents. Check the drive label and capacity before writing it. Keep your backup on another drive.
Microsoft recommends waiting for the Windows Update offer on an eligible device. Hardware eligibility is only one condition: a compatibility issue can also delay an offer. Creating a USB does not remove that issue. Review release-health notices and your manufacturer’s drivers before proceeding.
Rufus: USB control with a supplied image
Rufus supports Windows 8 or later as the host OS and runs without a conventional installation. It can write Windows and other bootable images. Use the architecture-specific program build that fits the computer running Rufus, and an ISO that fits the target device; these are two different architectures to check.
With a Windows ISO, Rufus can offer Windows User Experience options after START. Read the options actually shown for your selected image. A hardware-check option is a setup workaround, not a conversion of unsupported hardware into supported hardware. The Rufus FAQ states that missing PopCnt or SSE4.2 support cannot be bypassed for Windows 11 24H2 or later.
Its documentation also describes an in-place upgrade wrapper introduced in 4.6. This does not mean every future Windows image, processor or upgrade route works. Treat the exact image, Rufus version and setup route as a combination to verify. We have not tested that combination here. See the unsupported-PC decision guide for the limits.
Writing the USB erases the selected target drive. Microsoft’s direct ISO is useful when you want to compare its SHA-256 with the publisher’s language-specific value. A matching checksum verifies the exact file against that reference; it does not test your hardware. Our SHA-256 checker and Windows download signature guide explain the two different checks.
Flyoobe 3: configuration as well as upgrades
The current Flyoobe README describes a broader setup companion: recommendations, apps, package removal after confirmation, recipes and optional Setup Actions. Calling it “only an in-place upgrader” misses the current product. Flyby11 Classic is a separate legacy download, no longer actively maintained.
Flyoobe runs within Windows and does not replace Windows Setup. Its developer says the refactored 3.x source is still being prepared for publication; the default branch contains the previous generation. Optional Setup Actions contain PowerShell jobs and are disabled by default. Review each action independently before enabling it.
Our exact Flyoobe 3.03.100 file review records the official ZIP checksum and unsigned executable, with the limits of that static inspection. It provides no installation test or malware verdict. Download through the developer’s release page, rather than an unrelated site using the product name.
Keeping files depends on how you start setup
USB media can also be used for an in-place upgrade. Microsoft’s installation instructions describe running its setup.exe from within the current Windows session. At Ready to install, inspect the keep option: files and apps, files only, or nothing. Stop if the option you need is unavailable. Do not assume a tool name guarantees retention.
Booting from the media for a fresh installation loses existing files and apps. Restore them from a verified backup afterward. An old Windows folder or the presence of an upgrade tool is not a backup. The Go back option after an upgrade is normally available for a limited period, often 10 days, subject to the recovery files remaining available.
A five-check decision before installation
- Identify the PC architecture, edition and current build; check hardware eligibility and release-health notices.
- Choose the target release deliberately. Do not substitute 26H2 for 25H2 without checking compatibility.
- Record the source, release, language and architecture of the image and tool.
- Verify an independent backup, recovery access and the correct USB target.
- Choose the setup mode, then confirm exactly what it will keep before accepting installation.
If the machine cannot qualify for Windows 11, Windows 10 consumer ESU may provide an eligible device with security updates until 12 October 2027. That is a limited security-update programme, not renewed full Windows 10 support. A bypass tool offers neither ESU eligibility nor a Windows licence.
Questions
Is Rufus automatically an unsupported installation?
No. Rufus is an independent media writer. Windows support depends on the target hardware, Windows release and installation, not simply which program wrote the USB.
Which one preserves my apps?
Check the in-place setup screen. Microsoft’s own media can upgrade from inside Windows; third-party upgrade workflows still require the exact keep option to be available. A clean install does not preserve installed apps.
Which one is appropriate for Arm64?
Microsoft’s Media Creation Tool and Installation Assistant are x64 tools. Microsoft provides a separate Arm64 ISO, and Rufus documents Arm64 media. Check the device maker’s recovery and driver instructions first; no Arm64 installation was tested for this review.
